How FBR Tracks Non-Filers, Tax Filing Is Not Optional
30 September 2025By Abdullah Safeer (LLB, DTL)
If you think avoiding tax filing keeps you hidden from FBR, the system is far more connected than most people realize.
FBR uses third-party transaction tracking, collecting data from other government departments and organizations without you submitting anything directly.
Excise reports vehicles in your name. Land authorities report properties. Banks report large transactions and balances. Every payer of income deducts tax at source and deposits it in your name.
FBR takes your previous declared wealth, adds what it knows you earned, and compares the total to what you actually own. Any gap is treated as unexplained income, full tax plus heavy penalties.
Non-filers are not invisible to FBR, they are simply people who haven't yet received the notice that FBR's data says they should.
The smartest thing you can do is file your return accurately every year, before FBR's data triggers an action against you.
