Filer vs Non-Filer in Pakistan: Why Active Status & NTN Matter
19 August 2025By Abdullah Safeer (LLB, DTL)
Your Active Status with FBR, Filer, Late Filer, or Non-Filer, directly controls how much tax is deducted from every transaction you make daily.
A Filer is someone registered with FBR (has an NTN, National Tax Number) and has filed their annual income tax return on time before 30th September each year.
If you file after 30th September, you become a Late Filer, still registered, but your status triggers higher tax deduction on property buying and selling transactions.
A Non-Filer is someone either not registered with FBR or who has not filed their due tax return, and this status costs you the most.
As a Non-Filer, you are charged higher tax rates on almost every transaction: mobile recharges, business purchases, vehicles, property, advertising, foreign remittance and even airline tickets.
Getting your NTN and filing your return is all it takes to move from Non-Filer to Active Filer status and immediately start saving on these deductions. Your Active Status is publicly visible on the FBR Active Taxpayers List.
